If you want to have sound in your map, you just have to insert soundactors.
For adding sound to a Machine (static mesh) i use the "Ambient sound"-actor.

If i want the sound to reach a bigger part of the map (or maybe the whole map), then i use the "Sound Thing"-actor.

Go to your Actor Class Browser.
and select "Ambient sound" or "Sound Thing".

With one of those selected, right click on the place in your map where you want to place the sound actor.
Upen up the "Sound Browser"
and choose a sound. Right Click on your Sound-actor and click on "properties".

Click on "use". After that your soundactor should play the soundfile-
Note: You can test the Ambiend Sound if you hit the "Realtime Preview" button on your 3D window. ("Sound Thing" actors can only be tested by running the game)
...hope that helps...
