I bet you will never find textures IN a UTX package
but take a look at those sites:

only ones i know of ...
i usally steal my textures from other games

you have to convert the textures to DDS format.
then you can import the textures in the mylevel package of your map or whatever you wanna do with it.

I fond lots of textures in UTX... at least in the /Textures folder. But i see now you can import from Bitmap, guess I am gonna grab my digital camera and start making textures.
