If you go back the way you came you'll see a cracked beam laying across the gap between where you are and the other side, walk across the beam.

Alternatively, you can walk halfway across the beam, then jump down to the shelf on the lower floor.  You won't take any damage if you land on the shelf (not sure if you do if you land on the floor) and you cut out much of the library.

The damage you take from jumping from the second floor to the first is minimal,and as Macdeath said you can bypass about 6 of the book hating freaks.

I just jumped down in the middle of the library and I landed straight in fron off the entrance, I lost some health though.
I think that is what you meant.

just jump on the rails from the second floor and you dont loose any health
and do you know that tere is a secret near the stairs with dogs?
